คำอธิบาย

Supports the Executive Secretary in managing relationships with entities of the United Nations System at the country, regional, and global levels, including through the United Nations Regional Coordination Platform for Asia Pacific (RCP) and its subsidiary bodies; as well as with other regional commissions, including through the Regional Commissions New York Office.

Oversees the Follow-up and Review of the 2030 Agenda in ESCAP including assisting member States in preparing and presenting their Voluntary National and Local Reviews; the organization and servicing of the Asia-Pacific Forum on Sustainable Development (APFSD); facilitating and coordinating divisions, offices within ESCAP and entities outside the ESCAP secretariat to organize and service meetings and events associated with the APFSD; ensuring quality of documents prepared for the APFSD, in particular their compliance with established standards and policies; supporting the Executive Secretary in coordinating the preparation of and ensuring quality of the Asia-Pacific Report on the Achievement of the Sustainable Development Goals; and serving as the overall ESCAP focal point for ESCAP's participation at the High-level Political Forum on Sustainable Development.

Oversees the work of ESCAP's Subregional Offices, including their partnerships and relationships with UN Resident Coordinators and UN Country Teams, including through coordination of ESCAP's inputs to the preparation and follow up of Voluntary National Reviews, Common County Assessments and United Nations Sustainable Development Cooperation Frameworks at the country level; and ESCAP's relationships with subregional intergovernmental organizations such as the Association of Southeast Asian Nations (ASEAN), the South Asian Association for Regional Cooperation (SAARC), the Economic Cooperation Organization (ECO), the Shanghai Cooperation Organization (SCO), the Pacific Islands Forum (PIF), the Pacific Islands Development Forum (PIDF), the Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC) etc.

Oversees the work of the Sustainable Development and Countries in Special Situation Section, including coordination of ESCAP's work on the Least Developed Countries (LDCs), the Landlocked Developing Countries (LLDCs) and the Small Island Developing States (SIDs); organizing and servicing preparatory meetings of the Istanbul Plan of Action, the Vienna Programme of Action and the Samoa Pathway; facilitating and coordinating divisions, offices within ESCAP and entities outside the ESCAP secretariat to organize and service meetings and events associated with the Special Body on LDCs, LLDCs and SIDs; ensuring quality of documents prepared for the Special Body, in particular their compliance with established standards and policies; Supports the Executive Secretary in coordinating the preparation of and ensuring quality of the annual report on Countries in Special Situations;.

Provides leadership to the development of innovative and/or change management programmes.

Formulates and implements the substantive work programme of the Section and Offices under his/her supervision, advising the Executive Secretary on determining priorities and allocating resources for the completion of outputs and their timely delivery.

Ensures that the outputs produced by the Section and Offices under his/her supervision, maintain high-quality standards; that reports are clear, objective and based on comprehensive data.

Ensures that all outputs produced by the Section and Offices meet required standards before completion to ensure they comply with the relevant mandates.

Manages, guides, develops, and trains staff under his/her supervision; fosters teamwork and communication among staff in the Section and Offices and across organizational boundaries.

Chairs meetings, seminars, etc., on substantive-related issues; represents the Organization at international, regional, inter-agency meetings, seminars, and conference; provides programmatic/substantive expertise on an issue and holds substantive and organizational discussions with representatives of other institutions.

Perform other related duties as requested by the Executive Secretary.

Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.
