    The WASH Climate and Environment Section, UNICEF East Asia Pacific Regional Office (EAPRO) is seeking an individual consultant to support the development of Climate Strategies for Country Offices across the East Asia and Pacific Region, manage the Solar Hub functions, including the expansion of the Solar Hub to Health, Education and Youth sectors, and to support the implementation of the Climate Action for All initiative in the region. response in times of emergencies.

    Work assignment (remote), expected deliverable and Delivery schedule:

    Support coordination and development of climate strategies in East Asia and Pacific countries:

  • Technical review of and input to regional and country level strategies and knowledge products on climate change and environment
  • Gather data and information on UNICEF's climate and environment work in the EAP region for annual, mid-year reporting requirements, in close coordination with relevant regional office and country office
  • Conduct consultations with section chiefs of the Country Offices to develop the strategy in alignment with the section priorities
  • Support country offices to mainstream climate in social services by providing the necessary inputs in reports, strategies and concept
  • Identify key partners for implementation, including national, international, public, private, and CSO partners.

    • Facilitate the process and management of Solar Hub led by EAPRO:

  • In close collaboration with UNICEF EAPRO, support the management and implementation of solar hub
  • Support consultations and engagements with global, regional partners and other consultants on smooth delivery of the solar hub plans in the East Asia Pacific region
  • Ensuring that the program is appropriate and adapted to each CO's existing programs and priorities;
  • Ensuring synergies between multiple programmes (e.g., solar and green skills programmes for young people) while sharing best practices among them;
  • Ensuring that the program and initiative is gender-responsive, with a focus on empowering girls;
  • Support the COs with liaison with various partners and stakeholders, such as youth networks, governments, energy companies and other relevant stakeholders;

    • Support the regional Climate Action for All initiative project and programme preparation:

  • Support in the review, quality assurance and finalisation of compliant technical documents including concept notes, proposals, budget, feasibility reports and other documents.
  • Support with research, consolidation and analysis of background data and evidence to feed into the project development process.
  • Assist in the development of a project management tracking system / database and support the coordination and monitoring of projects with accurate tracing and reporting in close collaboration with EAPRO
  • Support the Regional Office in monitoring and reporting on climate activity across Country Offices in the region
  • Facilitate trouble shooting, discussions, and planning on climate and environment across sections, and with other cross-sectoral initiatives

    Essential:

  • A minimum of eight years' experience of working in emergencies with a focus on child protection
  • Demonstrable knowledge of UNICEF's CCCs, the Minimum Standards for Child Protection in Humanitarian Action
  • Demonstrable experience of providing remote and in person technical support to country teams on child protection in emergencies
  • Demonstrable experience of training/capacity building and knowledge of participatory methods of learning, including through remote delivery
  • Excellent interpersonal skills
  • Ability to work independently and to tight deadlines
  • Good written and oral skills in English
  • Good programme management skills
