Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Based on UN Women Mandate and Strategic Plan, the Regional Office for Asia and the Pacific is tasked with providing strategic programme development, policy and technical advisory services and quality assurance support to Multi-Country Offices and Country Offices and country presence. It undertakes or coordinates regional research and data analysis; advises on norms, policies and strategies for achieving the internationally and regionally agreed goals related to gender equality and women's empowerment. It acts as a knowledge hub at the regional level, collecting evidence on progress and emerging issues and sharing knowledge on innovative approaches and lessons learned in the implementation.

The UN Women Regional Office for Asia and the Pacific through its governance, peace and security unit leads knowledge development and coordinates implementation in areas of gender and peacebuilding; women's access to justice; women, peace and cybersecurity; and women's leadership in promoting social cohesion & preventing violent extremism. The unit is also developing the knowledge base for new areas of Governance, Peace and Security in the Asia and Pacific Region as they relate to emerging issues at the intersection between security and climate, disaster and natural resource management.

In this context, UN Women Regional Office for Asia and the Pacific seeks to hire a consultant to support the implementation and development of programming on Governance, Peace and Security in the Asia and Pacific Region.

Duties and Responsibilities

Reporting to the Policy and Programme Specialist on Governance, Peace and Security, the International Consultant will undertake the following tasks:

• Support the development of new areas of work on Governance, Peace and Security in the Asia Pacific Region, including through consultation with country offices, and drafting of visions, project proposals and documents.
• Provide support to communications, monitoring, evaluation, and reporting. This includes the creation of stories, briefs and talking points; preparation and finalization of knowledge resources, review of light reviews and evaluation; review collection and analysis of data, results in monitoring, drafting of programme reports, and supporting partner monitoring.
• Support the development of knowledge products on Governance Peace and Security.
• Support the implementation of programmes on Governance, Peace and Security in the Asia Pacific Region.
• Support the development and furtherance of policy and normative content, including through presenting at conferences on UN Women's work.

Monthly progress reports are to be submitted, describing work completed and listing any outputs finalized during that month (outputs as outlined above: reports, concept notes and any other concrete outputs). Payments will be made upon approval of the progress reports by the Policy and Programme Specialist on Governance, Peace and Security and/ or Governance Peace and Security Programme Specialist.
Due date on the last working day of the month

Supervision

The consultant will be supervised by the Policy and Programme Specialist, Governance, Peace and Security.

Consultant's Workplace and Official Travel

The consultant will be office-based in Bangkok, Thailand and will work on a full-time basis. For travel on a mission, if required and agreed upon, travel costs and Daily Subsistence Allowance (DSA) will be provided. Travel Authorization will be granted to the consultant prior to the travel date. Travel will be managed following UN Women travel policy

Functional Competencies:

• Demonstrated knowledge of Governance, Peace and Security; and the Asia-Pacific region.
• Strong programme formulation, implementation, monitoring and evaluation skills

Education and Certification:

• Master's degree in social sciences, conflict studies, gender studies, international affairs, and/or another relevant field related to gender in governance, peace and security is required;
• A first-level university degree in combination with two additional years of qualifying experience may beaccepted in lieu of the advanced university degree.

Experience:

• At least 5 years of progressively responsible work experience at the national or international level in the design, planning, implementation, monitoring and evaluation of programmes related to Governance Peace and Security;
• Technical experience in governance, peace and security is required;
• Previous experience with UN Women and/or other UN agencies
• Experience in the Asia Pacific region is preferred;

Languages:

• Fluency in English is required;

Knowledge of another UN official working language is an asset.
