    The Child Protection Section, UNICEF East Asia Pacific Regional Office (EAPRO) is seeking a highly experienced consultant to support and enhance the technical capacity of country offices and partners on child protection in emergencies and to lead the development of internal and external frameworks to ensure child protection systems are resilient and child protection front line workers and services are part of the first response in times of emergencies.

    Work assignment (based at ASEAN Secretariat, Jakarta, Indonesia), Expected deliverable and Delivery schedule:

    This work assignment is remote/home based but with travel expected to the regional office in Bangkok and to countries in the region.

  • Assignment: Provide technical support for child protection in emergencies for the UNICEF regional office and country offices on preparedness and response (remote and in country)
  • Provide immediate remote technical support and rapid in country support where required in the event of a sudden onset emergency for which the child protection team at country level requires support (emergency in country support, capped at four weeks, determined by the Regional Adviser)
  • Provide remote draw down technical guidance to country offices on preparedness, disaster risk reduction, and anticipatory action for child protection in emergencies (sudden onset and slow onset)
  • Provide timely reviews and inputs for Emergency Preparedness Plans, country and regional Humanitarian Action for Children calls, and donor proposals for child protection in humanitarian action
  • Source and expand the internal and external regional roster on CPiE
  • Represent the Regional Child Protection Section on the regional office emergency management team meetings (including ad hoc meetings) and key related internal and external coordination structures.
  • Attend regional Child Protection team meetings, and technical inputs into regional planning and reporting discussions and documents

    • Assignment: Build capacity of UNICEF country offices and partners on child protection in emergencies:

  • Build the capacity of UNICEF staff and country offices on CPiE preparedness and response, including through the organisation of learning opportunities, such as webinars, interactive clinics, and workshops/simulations
  • Design and implement an in person three day capacity building course on child protection in emergencies
  • Implement tailored coaching and mentoring schemes for a core group of national child protection in emergency focal points
  • Provide session on child protection in emergencies in general emergencies training/for the rapid deployment roster delivered by the regional office
  • Assignment: Strengthen knowledge management and exchange for child protection in humanitarian action
  • Convene regular exchanges/community of practices/deep dives of the UNICEF Country Office CPiE focal points
  • Source, upload on internal knowledge platforms and disseminate relevant tools and resources, including through regular desk reviews and consultations of the most prominent online platforms (e.g., the Alliance for Child Protection in Humanitarian Action websites, Child Protection AoR resource menu and dropbox)
  • Identify and consolidate promising practices and case studies
  • Convene regional partners on CPiE (regional child protection in emergencies working group)
  • Analyse and quality assure county office reporting on progress on child protection in humanitarian action
  • Produce a two page fact sheet in 2024 and 2025 on the situation of children in emergencies and Unicef action in the region
  • Assignment: Support the conceptualization and roll out of a framework for climate resilient child protection systems and social service workforces

    • In consultation with the Regional Child Protection Specialist and the Regional Emergencies Specialist:

  • Provide technical support for the development of the concept on climate resilient child protection systems, related priority actions and accompanying measurement framework. The concept will include DDR and anticipatory action)
  • Curate and deliver a session on climate resilient child protection systems at the EAPR Child Protection Network Meeting
  • Develop a fact sheet/short guidance note on climate resilient child protection systems based on the concept and regional deliberations
  • Provide technical and organizational leadership for the development of the ASEAN Guidelines on the role of the social welfare workforce in disaster risk reduction, including technical reviews, inputs into and attendance at technical working groups (x3) and the orgainsation of a two day regional consultation and sensitization on the guidelines and the concept of a climate resilient child protection system.

    Essential:

  • A minimum of eight years' experience of working in child protection, with a focus on child protection in emergencies
  • Demonstrable knowledge of UNICEF's CCCs, the Minimum Standards for Child Protection in Humanitarian Action
  • Demonstrable experience of providing remote and in person technical support to country teams on child protection in emergencies
  • Demonstrable experience of training/capacity building and knowledge of participatory methods of learning, including through remote delivery
  • Excellent interpersonal skills
  • Ability to work independently and to tight deadlines
  • Good written and oral skills in English
  • Good programme management skills
